Ninety percent of computers on a base belong to the Department of Defense. On nearly every base, there is a crowded Internet cafe where soldiers can use those nonmilitary computers. In Friday, military officials issued a memo saying access to the sites would be restricted because of a significant increase in recreational traffic on sites including the video-sharing site YouTube.com and photo-sharing site Photobucket.com.

The Internet traffic slows down the whole network "while posing a significant operational security challenge," according to a memo sent Friday by Gen. B.B. Bell, the U.S. Forces Korea commander.

The ban does not affect service at privately operated Internet cafes, which are located at most bases. And soldiers still can use private accounts to send e-mails and photo attachments on non-banned sites such as Yahoo.com.
